As a European I’m always baffled by this. In my home city you can find underground garages everywhere downtown: under office buildings, malls, even some parks
But those cost money. Much easier to just bulldoze some greenery.
DND carling campus is quite far from downtown, like around 17km, so I guess they don’t give a fuck about density?

The solution, as always, is not parking, biking or transit. It’s to tell the public servants to work from home.
