Based on the cartoony look of the octopus it’s probably just an art installation somewhere
I was thinking it was from a movie myself. The octopus is using its tentacles too close to how we would usearms.
It was a funny installation on the side of a floating observation deck/gift shop/tourist attraction in Newport, Oregon. There was a glass bottom inside that structure where you could observe sea lions and other critters. Sadly, the whole place is gone now.
If I remember the next part of this film the octopus starts banging the scuba diver.
