Just want to say that I agree completely with you

People in the Netherlands

What about:

• citizens are chosen randomly to get regional seats
• elections are held regionally so that x of these citizens get national-wide seats

If you have

• read Blindness by José Saramago
• or been an asshole

you know how much high heel kicks hurt

That would be roughly 1 election per week which feels very very draining. If you combine multiple election in a single day it would be too much for people to carefully consider every option

Maybe the solution could be that some of them are chosen elected like you said, while other seats are given randomly
