I imagine some countries distribute their antipathy differently. “I wouldn’t live in country X as a black person because they are obviously racist because of how they treat this non-black population, Y,” doesn’t necessarily follow. Like just because a country treats it’s native population badly, doesn’t necessarily mean they would treat black badly (though it certainly isn’t a good sign).
