    I just realized what a fantastic headline writing loophole this is. You can add

    , experts argue.

    To the end of any headline, because it is true that experts can argue a lot, and the comma does the heavy lifting. See:

    Training cats to dance could solve the RAM shortage, experts argue.

    It’s even better than the good old

    Can training cats to dance solve the RAM shortage?

      You’d need a semicolon for it to be correct usage in the way you are describing; experts argue.
