The org is called Humans First, and they’re trying to have a 50501-style nationwide protest about it on July 18th. Seems more like a lack of empathy than brain capacity. Moral and intellectual defects are not the same.
Actually there’s a fair amount of emerging neuroscience that shows that the brains of people with conservatives worldviews have lowered activity in the regions that process empathy, lowered activity in the regions that engage and resolve conflicts , and biased towards feeling threatened in a safe situation.

Of course moral reasoning shows up in a brain scan if materialism is true. The important point was about something a person is responsible for versus not.
