Besides what I physically witnessed (the poster child for urban decay and an apparently absentee municipal government), I have heard it is a human trafficking capital as well.

Parts of Baltimore are nice, but it becomes rather apparent that the nice edges are rather close in and there is a sudden drop off in urban decay.
But it looked great on The Wire
