In dunno. At least in France I witnessed an Australian badly injured from a wingsuit accident spend some months in intensive healthcare (in coma). His family was very worried by the incoming bill, because he was not a French resident.
The doctors basically said (I was the one translating) : we’re there to save a life. Don’t worry, when he’s OK you’ll all go back to Australia, then we’ll send you a (enormous) bill. If your insurance doesn’t want to pay, do what you want with it.
