The article brings it up too, but I suspect this actually means streaming games. I can see it sort of making sense where you already own a digital library and via some subscription, can stream those games to specific devices.
It doesn’t need to be subscription. The Playstation Portal can already stream your local machine and library beyond living room with a seemless experience. So maybe they plan on doing a Wii U inspired setup by default?

PS streaming from your own console works very well now. I have played games without noticable lag 1000+ kms from my home on my PS Portal
I believe, the Playstation implementation streams from your console, so primarily good for in-home streaming…
